Intel's H170 chipset does not allow for RAM frequencies higher than DDR4 2133. DDR4 2133 is the technical max supported frequency of Intel Skylake CPUs. As such anything over that is considered an overclock on the RAM which is only supported on Z170/X99 chipsets.
I am using an H170 board in my own system as well as Corsair Vengeance LPX DDR4 2800 RAM and am likewise stuck at a maximum of 2133. I have tightened my timings to make up the difference a little.
It is a silly limitation but it comes from the chipset/intel not ASRock. Non-Z chipsets do not support overclocking in any way, CPU or RAM. With certain memory modules and ASRock's "DDR4 OC" feature you can get some RAM to run at higher speeds but only on specific models of RAM and sadly Corsair is not supported.

Che senso ha spendere soldi per ram a 3000mhz se le legge a 2133 e non oltre?

abbassare i timing per me è arabo ....magari lo dico a quello che me le monta assieme all SSD , deve sempre mettere profilo XMP da bios poi ?? io ce so entrato nel bios....ma non ci ho capito na beata per vedere sta storia del XMP , so solo che non ho trovato la configurazione del Firmware Ufai....che per me sempre arabo è :muro:
