escludendo le periferiche il tuo pc lo valuterei sui 350/400€ (ovvero senza monitor / mouse + keyboard).

Aggiungendo monitor e tastiera direi sui 550 massimo 600
 
ha 3 anni, ora con 650€ ti fai un pc completo che se lo pappa il tuo non puoi pretendere piu di tanto secondo me

Vale piu di 400 euro.

Solo il bloccl cpu/Mobo/ram vale almeno 250 euro

ognuno fa la sua valutazione, io usato a 400€ quel blocco non lo prenderei mai perchè con 650/700€ mi faccio un nuovo pc con hardware piu recente
 
Personalmente partirei dai 480/490 (escluse periferiche) per scendere fino ai 420/440.
Il punto è la relativa scarsa espandibilità, rispetto ad un sistema recente: diciamo che con il 800 euro ci si fa un computer da fhd decente e questo magari avrebbe, in proporzione, bisogno di qualche spunta (lato cpu, gpu, socket).

In breve: difficile da collocare ma sempre meglio di configurazioni molto più vecchie e non migliorabili.
Non andrei sotto i 400 solo per evitare di perderci "troppo" anche se è fisiologicamente normale: basta vedere che ha pagato tutto circa 2.000 euro solo 3 anni fa (e magari i prezzi erano già un po alti di suo).

Nel 2016 la GeForce GTX 980 Ti 6 GB su Amazon però costava tra i 530 e i 720 max durante tutto l'anno (prima metà dell'anno costava troppo, poi è scesa di almeno 150 euro) quindi immagino non sia andato al "risparmio" totale all'epoca, magari comprata da negozio fisico o store officiale.

Parlo della gpu ma penso che il ragionamento possa essere più o meno valido per il resto dei pezzi. (cpu presa bene all'epoca, ad esempio)
