Problema dissipatore amd ryzen 7 2700x + latenza alta storport.sys

Buongiorno a tutti, scrivo qui sperando di non sbagliare, ho assemblato un pc con questi componenti:
Asus prime x470 pro
AMD Ryzen 7 2700x
RX580 8GB
Corsair Vegance da 16GB 3200MHz
Alimentatore da 750w 80plus gold.
Sabrent nvme 1tb.

Assemblato il pc tutto ok però appena si accende noto un fastidioso rumore provenire dal dissipatore del processore vi linko il video che ho fatto sperando si senta. https://drive.google.com/open?id=1bgFtWRmZvDyojG6jaC7ww-I6vHsMUJE4

L'altro problema invece è sorto da un pò di tempo, me ne accorgevo perchè durante ascolto di musica o visione di film, il pc aveva dei freeze che non capivo.
Questo succedeva con quello vecchio allora facendo varie prove ho deciso di rimandare visto la garanzia alcuni componenti ovvero il vecchio processore amd ryzen 5 1600
la scheda madre gigabyte k3 gaming, le ram da 2133 mhz e anche l'alimentatore. ma il problema si presenta lo stesso avendo reinstallato il sistema pulito.
Facendo varie prove con Latencymon si nota un problema di due driver storport.sys e sornvme.sys.
Io ho 3 hard disk SATA e il Sabrent nuovo dove ci ho installato il sistema operativo.
Non riesco a trovare una soluzione ho già cercato un pò in giro ma niente ho chiesto in un altro forum, ci sto diventando pazzo ahaha.
Spero che qualcuno possa aiutarmi grazie mille in allegato metto anche screen e report di latency.
