Dovresti monitorare temperature (sia cpu che gpu), puoi usare hwinfo e anche l'utilizzo tramite task manager (ovviamente quando sei in game), con che monitor stai giocando?

Sezione errata, sposto in assemblaggio e problemi. In ogni caso hai poca ram e la cpu risulta scarsa a far salire di fps! Dovresti mettere un i7 7700!

Monitora temperatura e utilizzo come detto, potrebbe essere un problema di Thermal throttling oppure di qualche processo che ti ruba risorse, come detto da @BWD87 la cpu è poco potente ma mi aspetterei almeno 100fps con tutto al minimo.
