A sto punto non ha senso andare oltre la 3070 ti.
Eccoti una build per il 2k 144hz:
CPU : 12600KF
GPU : RTX 3070 TI
RAM : Crucial Ballistix 2x8GB 3600Mhz
MOBO : Prime Z690P DDR4
Case : a tua scelta (l'importante supporti mobo in formato ATX e abbia un buon airflow).
Dissipatore: Noctua NH-U12S
Storage : 970 Evo Plus 500GB+Crucial MX500 1TB (ovviamente la taglia può variare, dipende dalle tue necessità).
PSU : Focus GX750

Sì puoi, ma secondo me andare oltre una 3070 ti per il 2k 144 hz non ha tanto senso.
La 3080 ti la vedo più una scheda per il 4k.

Scusa ma non riesco a capire quanti attacchi ha per le ventole, vedo gli attacchi fan sotto nell'attacco in cui c'è il secondo slot per la gpu

Ne ha 4 in totale, guarda i puntini di colore rosso e bianco in questa foto:

quello sotto il processore serve per regolare la pompa aio, nel caso tu decidessi di prendere un dissipatore a liquido.
